Setting up Equalizer

Could you please advice on what I need to do to "correct" the tongue weight??
I don't have much loaded on the front storage compartment. There are two tall propane tanks filled, with some odds and ends like charcoal, grill, dutch oven in the front under compartment. Should I unload everything and remove one of the propane tanks and re-weigh??
I was under the impression that WD bars would DISTRIBUTE the weight and not put 1200 lbs on the rear axle....
