Yes. Pictures are hard for me to see as I'm on my phone. I use an equalizer brand and am much more familiar with that. What brand is your hitch. The hitch head most likely needs to be tilded down more to distribute more weight. Do you know the weight ratings for bars, you stated that previous owner didn't seem to be very knowledgable, they could be possibly undersized. I have 1200# bar on mine. Before going back to the scales keep adjusting using and checking by using measurements of wheel wells. That will get you close and help save a couple $.
I know money is tight for a lot of us but if the hitch is 10+ years old you may want to think about replacing it with one of the newer styles with built in sway control. Dual cam and equalizer are most popular. I hate to recommend this as you could have the same issues with new one.
I adjusted mine many times and once it felt right I went to scales to verify and it was dead on.
