If you are filling from a chlorinated water source there is no need to drain.
It doesn't hurt, but it is just an added task with no real benefit.
If you are filling with untreated well water it may be beneficial to drain.
I do not drain my water heater until the ends of the season. I keep my fresh tank full at all times.
