Having over 30 trailers in my fleet to winterize each year some with rods and some with plugs I have never had to use anything to seal up the water heater drain. Just screw the plug in tight and it always sealed. My own trailer just has a plastic plug which seals up just fine without adding anything.
The rigs with plastic plugs, that is true. The rigs with an anode rod may need some kind of sealant. The anode rod has metal threads that can leak. If you have been sealing the anode rods just by tightening, you have been lucky.
Lucky? 15 to 20 trailers with anode rods that are taken out at least once a year for 10+ years? Guess I should be buying lotto tickets.
