Unless things have changed, you are not going to have too much towing power with a wrangler. I had a 2000 Wrangler and I believe its tow limit was either 2000 or 2500 lbs. The short wheel base is what will kill you. We towed a pop up with it and it was not fun for driving much more than a couple hours. Perhaps with a Jeep unlimited 4 dr, you might get better stability. But for $10,000, you are not going to get much of a jeep unlimited. I know around here (NC), that a $10,000 jeep is is at least 10 years old or older with some mileage on it.
You could spend $10,000 on a truck and get more for your money more than likely. The class c is a good idea, but I do think you need to up your budget some. And then you will probably want a toad of some sort. Plan on a couple more grand to get everything set up to tow also.
