The proper way to repair a tire is to plug "AND" patch the hole. If you plug only the air can leak from the inside and separate the plys. If you patch only the contaminates from the road can enter thru the hole in the tread and undermine the patch. Now if I had a flat on the road I would plug it and at the soonest time I could get to a tire shop I would have them break it down and patch from the inside.
