If you're willing to put up with repeated transmission and brake troubles, you maybe could risk it. My aunt and uncle towed a 3000 lb TT all over Europe for over 20 years with relatively small vehicles. Their first was a 1.5-liter Austin Cambridge (50 horsepower on a good day), then they got a FWD Austin Princess (2 liters, 80 HP). Eventually they got a early model Range Rover. All except the Rover were manual transmissions.
Towing through the Alps and the German Black Forest must have been quite an adventure, but they kept at it into their mid-70s.
