Sorry, this is not an answer to your question but a thought for you to consider if you haven't yet....
Where will you be setting up camp? Your profile shows you're in the Midwest right now, which would include sub-freezing temps in the winter. Most RVs don't do winter very well. Tank heaters and heated bays can help with keeping pipes and tanks from freezing.
Once he PCS's will he receive BAH (or whatever they're calling the housing allowance now)? Will you stay in the area that your stationed now? Will you move the RV and the family to the next duty assignment (assuming he knows his follow-on station)? Or will you relocate to be closer to family while he's on his short-tour?
Again, I know these aren't answers to your questions, but some of the first things that came to my mind having served myself and knowing a thing or two about RVs.
