Then it is obviously your fresh tank valve that is open.
My trailer fresh water tank has a gate valve that you reach from under the trailer. You pull the gate and watch out for the rush of water :)
This video shows a RV fresh water tank that exists under the bed where the fresh water tank valve is very close to the tank, but then plumbs to the outside, maybe this is similar to what you have???
