What does it mean when a campground says that they are a “ winterized campground “ ?

We are at a full service campground in North Carolina. Winterized to them is to set the bathroom and kitchen sinks open with a small stream to keep water from freezing. At the same time, we have 2 electric heaters keeping us warm.
