The only way you'll get 20mpg with an RV is towing a low walled RV (popup, hi-lo/Trailmanor type with a 4/6-cyl diesel. I bet the new Colorado diesel would do that, or any of the V6 diesel mid-size SUVs or Ram Ecodiesel. It may be possible for a motorhome based on the Sprinter diesel chassis will get that as well.
Oherwise, any high walled trailer will be 8-10mpg for gas and 10-12mpg for diesel. Possibly 15mpg for the more aerodynamic teardrop styles and diesel.
