Parks and Camps have occupancy / site for a reason, to manage facility loads.
Doesn't do any good if whatever rules / regulations aren't enforced. :M Such is the case here in Ontario where it's quite common to see groups of extended families that include not only the primary occupants but aunts, uncles, cousins, nephews, nieces, grandparents, etc, etc, etc hooting & hollering, singing, playing loud music, etc, etc, while a family of four right next to them is simply trying to enjoy a quiet camping weekend. These typically would seem to be those who aren't "campers" in the truest sense of the word but those who once or twice a summer collect all their tents and vehicles together on one site, in complete contravention of park rules, and do whatever they want to do whenever they want to do it, oblivious to anyone else who may not share their same view of what "camping" means. For many of us who really do "camp" repeatedly throughout the season (late April to early Nov here in S Ontario) it's come to the point where there really is no point in even bothering to go anytime from mid-June to after Labour Day, especially on weekends and particularly over long holiday weekends. Sadly, rules are a joke. :M
