These typically would seem to be those who aren't "campers" in the truest sense of the word but those who once or twice a summer collect all their tents and vehicles together on one site, in complete contravention of park rules, and do whatever they want to do whenever they want to do it, oblivious to anyone else who may not share their same view of what "camping" means. For many of us who really do "camp" repeatedly throughout the season (late April to early Nov here in S Ontario) it's come to the point where there really is no point in even bothering to go anytime from mid-June to after Labour Day, especially on weekends and particularly over long holiday weekends. Sadly, rules are a joke. :M
You can not be referring to your Provincial Parks are you in regards to the rules being enforced? I was told in another recent thread, they are so strict that they record how many bundles of firewood you buy, and then track how much you burn to keep people in check from bringing their own wood in to the park. It seems to me if they're that strict with the wood that enforcing occupancy and quiet times would be easy?
Then again maybe they are too busy recording wood sales and counting logs thrown on fires.
