A couple of years ago a co-worker bought a used luxury car here in Texas. It had a clean title. A few months later the Feds showed up at his front door and informed him the vehicle was stolen in New Jersey and they were impounding it, but they knew he hadn't done anything wrong. He was left with a car loan and no car. The credit union advised him to report the car as stolen (from him by the Feds) so that his insurance could pay off the loan.
Another friend of mine has a vintage 1950's T-Bird with all the original paperwork from the factory. He went to get new license plates and was told he had surrendered the title to someone in Colorado. The State Police in his state inspected his vehicle and paperwork and issues him a new title. They also opened an investigation into the illegal title transfer in Colorado. Best guess is someone rebuilt an old T-Bird and to get a higher resale value tried to title it with paperwork that just happened to match my friend's T-Bird.
You'd be surprised what an organized gang of thieves can do in today's world with computers and such. Wouldn't surprise me one bit if these RVs were re-titled with "clean" paperwork and sold to some unsuspecting buyers.
