I've had that happen on more than one trailer.
What I found was the brake lining on that wheel was grease soaked.
And on another trailer a shackle (side links) on one end of the trailers suspension equalizer bar had flipped over causing the aft end of the spring to be lifted. Made a huge flat spot.
This happened when I pulled a tandem axle GN flatbed trailer across a ditch.
