14' narrow track bouncing when empty. porpoising

Hello. I found a 2000 14x7 kiefer "narrow track" enclosed trailer I made a excepted 3k offer on. Plans are to drive south a few hours on Thursday to look and buy it, but something has me concerned....

I used to own a tow dolly. When the dolly had a car on it, I kept 65 PSI in the tires. If towing the dolly empty for any reason, I had 10 PSI in the tires, for exactly that reason.
