So, if the actual residents don't care enough about who gets elected, what is problem? Those 162 mythical South Dakotans had no effect on the outcome of this election.
I don't see anything that suggests the residents don't care. Most likely it's a heavily Republican area and no suitable Democrat or independent was available or willing to seek the office. In that case, the primary is basically the election since both candidates are in the same party, but it's still up to the eligible voters to choose which one wins.
