I would say you and the transporter are telling the truth. You take it easy and he is trying to get to his destination to get another load.
I get an honest 9.0 hand calc AVERAGE West Coast towing at 60-62 up and down I-5 with 29K combined load.
I used to get 9.5 but the wife keeps adding weight!
