I had a first generation Tundra like yours and I'm not sure where the plug is as the rv dealer set it up. Tekonsha shows part number 3040-P for ALL Tundras to present. I've got a 2007 Tundra now (Second gen) and that's what I used. On my 2007, the plug was behind the left side kick panel. On my old 2000 Tundra, the dealer hard wired it in as I did not have the tow package so did not have a plug, I assume. You might get more Toyota specific info off of one of the Toyota forums like Tundrasolutions.com, etc. I suspect if you don't have the factory tow package you don't have the plug for the controller.
