When you buy a 2 1/2" reciever it works like normal on 2 1/2" shanks. Stick shank in, put longer then normal 5/8" pin in to work on 2 1/2" shank.
When you have a 2" shank and want to use it in the 2 1/2" pin box, you use that 2 1/2 to 2" adapter sleeve that you linked to. It slips over the 2" shank and adapts (fills up the space) to make it work in the 2 1/2" reciever.
If you are using the adapter sleeve on a 2000 GVW little utility
trailer and only say 300# TW, there can be some wobble as there is not much weight to take up excess slop. How bad depends on the fit. If you buy a Curt reciever, buy a Curt adapter. Buying some other brand can some time results in it won't fit (Ford had this issue) to being really sloppy.
