Generally no. The low point drain on many campers is just T'eed into the water lines. On an Atwood or Suburban heater you have to pull the drain plug on the heater and vent the heater to allow water to come out.
FYI, while the low point drains do drain some of the water out of the lines, pending the TT layout and the way they put them in place there can still be a large amount of water left in the lines.
I drain and blow out the water after each trip. Before I leave camp, I have a quick opening valve on the HW heater. I open the low point drains, drain the HW heater, open all the faucets at the camp ground to break the vacuum and vent and then let them stay open on the way home. By the time I get home a lot more water has left the system than just draining static with the TT in place.
I redid the piping to allow me to blow out the system starting at the water pump forward. If not many floor plans allow several feet of water in the pipe from the pump to the main distrubtion line with water in it.
