Yes, it is true the 2015 RAM trucks (possibly other model years, my 2013 RAM doesn't do this) only provide 70% maximum voltage to the trailer brakes but only at speeds under 30MPH. I have no idea why and it isn't documented, Chrysler just did it. I have a Montana with two Dexter 7200 pound axles, each wheel has 12x2 electric brakes which need 10.5 volts to create a forceful stop.
I had to add a Prodigy P2 to my 3500 so I felt comfortable I could make a hard stop if needed which, BTW, is how I discovered this issue. I was pushed in to the first set of travel lanes at an intersection.
