Selecting heavy electric or any of the three other modes makes no difference. The manual ITBM slider will not put out full voltage either, it too is limited to 70% under 30MPH which makes it difficult to set the gain.
I did get a response from a quality engineer at RAM, the 70% output at low speeds was done to limit chucking, I tried to get a definition of what he was talking about but he had no first hand knowledge and was reading it.
