While I agree that Ford probably did not make the Mexico truck pass California standards (the cost to run the tests is very expensive, as they need to take a truck, drive it 100,000 miles, then pass the emissions tests) I can only guess that the 4 cylinder is one similar to what is used in America and Europe. I am also sure they do not make it produce more smog for use in Mexico. It should have all the same fuel injection, catalytic converter, and the rest of the stuff.
I look forward to seeing production of the Ranger again. Some people just want a compact truck. I would hope they call it a F-100 or F-50 so that it can join the best selling F-series of trucks! They could start selling 1,000,000 a year if they added all the truck badges together.
