Regarding supplemental braking systems, it looks like the states I'm traveling through have "no laws regarding" towed vehicles requiring brakes:

That being said, I've also always heard "it's not about what you can pull, it's about what you can stop". I'm confident that with cautious driving, a 4300lb Jeep behind my F-250 won't be a problem, but I'm open to the voice of (more) experience, too.
