Most of it is airlines cutting costs. They don't want to pay for fuel, staff and wear & tear on the plane to fly a 200 seat plane with 20 people on it. So they are cutting a lot of flights. If the airline only has a couple flights a week into an island, they will just cancel all together and issue a refund. A lot of the island vacations are charters, so it's all tied together.
This will take time to fill back in but it is slowly moving in that direction.
