UPS and similar operations are not parking when they pull over and deliver a package or whatever; they are standing.
"Stopping" (in this context) means halting to discharge or receive passengers. "Standing" means halting to unload or load freight. "Parking" means halting for any reason. Standing is permitted in an area where there is no parking, but not in an area where there is no parking or standing. None of them are permitted if it's marked no stopping.
As a practical matter, any city government which made it impossible for the residents to receive stuff from Amazon would get voted out of office very very quickly!
