We lived in a housing addition in the late '60s outside the city limits. We had dump trucks....garbage trucks.....OTR trucks....race car owners with trailers/trucks/parts every where.....boat owners.....construction company owners/etc/etc all parked in the streets and in the yards. Some yards had no grass but stayed a mud hole in wet weather.
Finally city annexed us into the city system and thankfully put a stop to this non sense. Well in a few months boaters hit city hall and got excluded....then rv trailer/motor homes owners whinned till they were included.....then other large vehicle owners said they were being discriminated against and were allowed back in.
About 3-4 years later city came up with new codes addressing the issue. No exclusions city wide.
Finally the neighbor hood started looking great instead of a 3rd world country slum.
