He means a Sola Basic. It can both boost and buck voltage. I am eagerly awaiting one which one of our RVnet friends is transporting for me from Mexico.
EMS is garbage for the OP. All it would do is cut him off.
The OP could, depending on his converter, plug ONLY it into the (weak) shore power. Then he could use an inverter to provide for his 120 volt power needs in the RV. Some inverters may blow the reverse polarity fuses when attempting "double conversion" DAMHIK.

No one has said anything at all about a so-called "stabilizer/conditioner", whatever you may mean by that. :h A properly designed EMS however will prevent a voltage source falling outside a specified nominal range (104 vac to 132 vac for Progressive Industries products) from ever reaching the camper in the first place or if OK at first will later disconnect from that source if voltage falls out of range.
