31C is about 80F, and the inside should be much cooler.
You might have two problems. If the indoor coil got so cold and froze over, it might indicate low freon change, and running on high fan speed will improve this situation.
You can remove the indoor grill, and look for the evaporator. If covered with ice after running about 3 hours, you either need to find someone who can charge it with freon or replace it.
Also check the inlet air temp to outlet air temp. IT should have a 20F temp drop, or 10C. So if you are getting in 77F, you should be blowing out 57F +/- 2F or 16C with 26C inlet air.
If you are only getting 12F or 5C temperature drop between inlet and outlet air, you are low on freon. If you are getting no cooling at all, then the compressor is not running, and might have a bad relay, bad capacitor, or another problem.
If the fan stops intermittently, while the compressor keeps running, it might have a bad capacitor, or bad bearings. NEVER allow the compressor to run when the fan stops, it will destroy the compressor because it can not get rid of the heat. . .
