Nothing to do with OUTSIDE air temps.
RV A/C Units 'recirculate' the inside air of rig. They only cool the air inside.
So measure the air temp just before the evap coil and then again on the outlet side of evap coil to get an idea of how the A/C Unit is functioning.

I agree with also. What you are talking about is a rule of thumb. Your temperature probe is darn near sitting on the coil. In a ducted system I bet it wouldn't be close to that temp. You can use this same rule when talking about a auto ac. I think the rule of thumb gets a lot closer to right in that situation or for instance a home ac. I just checked my home ac and the temp is 16 degree cooler than the return air side and it is works fabulous. :) JMHO
