You are mixing up statistics.
27" is the total thickness from sub-base to surface. That is the thickness from the "clay grade" (not necessarily clay) to the top of pavement which typically is made up of layers of sand and gravel and then concrete pavement on top.
You are comparing that to only the concrete portion of the US interstates which also have a subbase of sand and/or gravel.
When you compare like for like...there are some differences but thickness isn't significantly different.
The biggest difference I've seen is they resurface (mill & fill) far more often. It's expensive but it does leave a nice smooth surface.
