I have a leveling kit and the 35" tires. My bed rail is right at 59" as well. Like I mentioned my hitch setup is right at 16" which gives me 6" above the rails. Linked is my setup before dropping it to the lowest setting on the hitch. On this photo I had 7" above the rail.
