The chains being at 90 degrees is more due to placement of the hanger on the tongue than the length of the chain. Ideally you want as much chain as possible to be able to make turns, but you don't want so much chain that the spring bars drag when entering or exiting driveway dips. The general consensus is to keep the bars parallel to the tongue. When you need more or less bar preload than this configuration, that's when the head tilt comes into play.
