The GVWR is the weight of the TT (period). How much is on the hitch, or what kind of hitch is used makes no difference. GVWR is not the axle rating.
Manufacturer's sometimes spec a GVWR which is higher than the axle rating because they expect at least 10% to be on the hitch.
