The rules have gotten ridiculous and everyone is just paralyzed by all of the environmental rulings. Typical environmental study.....one person gets sick from a possible backflow contamination, so they make the entire U.S. install back flow restrictors.
So...don't attach your hose to the spigot, but watch the guy who just emptied his portable poop tank, stick the hose bib, the one you're not allowed to connect to, two inches into his poop tank to flush it out.....This country has lost the ability to apply common sense.
