When there are no threads on a CG spigot and they conspicuously post that you are not to attach a hose, they do not want you filling RV tanks for any number of good reasons. That is why there are no threads. :S It is not about hooking up to a spigot for the duration of your stay as the spigots are not in campsites but along the access roads.
Do what you like, it's a semi free country, but please don't feel bad when you are asked to vacate the campground for non compliance. IMHO: The water thief is nothing more than a sleazy way to get around the rules(that just apply to other people).
