The problem is that everyone thinks that THEY should be the exception to the rule. If the rule is established because of limited water usage, then you have the Exceptionist saying "but I only need a few gallons". If the reason is because of cross-contamination, the Exceptionist says "but I do it so there is no cross-contanimation".
That might not be a big deal from the Exceptionist's side, but if you look at it from the other side, you have 50,000 campers and 40,000 of them are Exceptionists. And every one of them will guarantee that they are worthy of such an exception. In truth, the majority will not be worthy of the exception and will create a problem. AND, those that did not ask for, or were turned down for, an exception will start complaining about that.
In the end, the easiest and fairest solution is "this is the rule, follow it or go elsewhere".
