Well ... it's even more basic than that, as I understand it. I was shocked when I found out how much CA agriculture all over the state is sucking up as compared to household/RV use. By the way CA agricultural products are shipped all over the place, of course including a bunch to other states many of which probably have no water supply issues.
It's a huge, huge differential, but I guess that agricultural use is automatically sacrosanct as compared to any other use. FWIW, the last time I checked the case was that without water you die much faster than you do without food.
