When we were in the the Rio Grand Valley in Texas we learned that the local cost of irrigation water was $20 per acre foot.
Since the question of water costs has been raised, I looked around the internet to see the price in California. The source below listed the price of water in the San Joaquin valley as $46 per acre foot in 2005 (see p. 61). An acre foot is the amount of water that will cover 1 acre of land to a depth of 1 foot.
Fortunately I was able to find an internet site that does these crazy conversions and 1 acre foot contains 326,000 gallons.

(As a subsidiary note, when I contemplated doing the conversion myself, I was once again convinced of the wonders of the metric system which would have made the conversion quite simple.)
I don't know how much it would cost to build and power a desalinization plant or or even to pump water from Canada but the process would have to be very, very cheap to deliver water at these prices.
