(As a subsidiary note, when I contemplated doing the conversion myself, I was once again convinced of the wonders of the metric system which would have made the conversion quite simple.)
I don't know how much it would cost to build and power a desalinization plant or or even to pump water from Canada but the process would have to be very, very cheap to deliver water at these prices.
Your stated price per acre ft of water is 2005, and is woefully out dated. Farmers are paying close to $2000 per acre ft, if they can even get any water at all. Many, many acres are laying fallow because they cannot get any water!
