While that is true on a normal vehicle, I'm not so sure how true it is when they are used on a tandem axle type trailer. A little 10 to 15% reserve is IMO fine, but putting a tire of with say an 3,000 capacity where only 2,000 is required and underinflating it that much might not be the most prudent thing to do.
