REALLY you feel this is the right thing to do is stick someone else with YOUR problem. There are lots of other good ideas, or just pay the Darn fee.
REALLY, raghead - NOBODY will get "stuck" with his NON-problem..:R
1. His bottle is too large for a Blue Rhino exchange.
No big deal - (if it was the smaller bottle) and out of date.
Blue will re-cert and keep right on using - they do that "as-needed" anyway.
2. The bottle is NOT a "Haz-Mat"..:S - the haz facility just groups it in with the stuff that is.
3. The OP might check the cost of a new bottle -vs- a re-cert.
You can't buy the larger bottles at Costco or Home Depot.
4. By law - Blue can't re-fill -and sell- bottles with expired certification. However, it's possible a bottle was filled (and stored for distribution) *long* before it's recert date.
4. If the OP doesn't want it, drop off next to the Blue bottle rack.
Blue will re-cycle it to a bulk propane dealer (tanks of all sizes) -
who will re-cert and re-sell it.
BTW - price of taking your bottle (any size) to a bulk facility for a refill is considerable less expensive than the Blue exchange program.
And.......old bottles *do* make nice compressed air tanks.
REALLY !!...:R
