In over 60 years of travel we were stopped once cause the inspector wanted to give our dogs a treat, and once at Topaz Lake entry point and they asked about fresh fruit.
Now to answer your question there are no check points that stop traffic going out of Calif. - JoeHExplorer IIIA couple of years ago we were traveling a back road near Tombstone AZ and there was a agricultural checkpoint/roadblock set up. Sort of surprised me being out in the middle of nowhere. We were in the toad, so we had nothing for them to check.

While the link provided above explains motor homes are exempt from agricultural inspection in FL, the CA link does not show any exemptions so I guess everyone inc cars must stop at a CA ag inspection station.
FL Exemption List is kinda silly......the idea is to 'protect' FLs agriculture crop from outside infections/pests.
Guess they think RVs/Etc don't carry anything in from out of state :S
CA......ALL vehicles go thru the 'AG Inspection States'----but few actually get pulled out of line for actual inspections.
Just a quick..."Where you coming from, do you have" type of questions and wave you thru (if that much)
Are they really worth the monies being spent :H - docsouceExplorer IIWe crossed into California from Oregon on Rt 101 this last July. At the inspection point we were told to pull our Class C into this inspection shed. The officer told us that being from Massachusetts they had to inspect the RV (including the under carriage)for Gypsy Moths. Took about 10 minutes...They didn't find any lurking bugs, gave us this inspection pass and let us go on our way....I looked at my wife and we both laughed because they didn't say anything about all the bugs (1500 miles worth) that were splattered all over the front of our rig. Just lucky I guess..

But when entering the state from the north or east, they are just making an effort to protect their crops. Since they are the breadbasket for most of the US, I don't have a problem with it.
Freedom is a very complex word.
