I'm sorry but this is not entirely correct. Many newer converters used in the last ten years have sufficient filtering and have no need for a battery to further reduce ripple/noise.
To the OP, we cannot answer your question without knowing what converter you have.
However, the most obvious sign you need a battery is if you remove it and find you have lines in your TV or buzzing sounds coming from the radio or even some light fixtures.
