I know if you asked me to help you take your trailer to dump because you couldn't I would so you don't try and do it with your honey bucket - last time I did it the hose fell off my honey bucket and it was a big mess.
Easier to beg forgiveness, I would't going asking ahead of time unless you had some reason to suspect it wasn't permitted.
