Easier to beg forgiveness, I would't going asking ahead of time unless you had some reason to suspect it wasn't permitted.
While I understand the sentiment expressed I would not want to see the OP violate CG rules and get ejected either especially when they have no vehicle available. Caution is warranted here and using the blue tank for black water is forbidden in many Florida state parks and I am certain many private places as well due to the possibility of spills.
