I don't know about other people, but to me, black water is hazardous biological waste. Yes, it can be treated or incinerated, but it belongs down the sewage pipe and not the street.
What gets me is that one doesn't have to shove a hose into the sewage outlet to backflush their tank. A twist-on valve from Valterra, and then backflushing the black tank with the gray water tank does the same exact thing, it a lot more sanitary, and doesn't waste any additional water.
I'm with you. The contents of the black water tank aren't just a biological hazard to you, they are for everyone, whether they realize it or not. What's particularly disturbing is the lady didn't seem to mind potentially infecting others by sticking the hose in her sewer discharge pipe. Makes me want to double glove!
