For what it's worth, a person can use a smart phone on a prepaid "Go Phone" basis. We use T Mobile. I pay more per minute, but I only pay for what minutes I use, which is very little. I doubt that I spend more than $40 or $50 a year. You do have to buy your own phone. We ordered ours through Walmart and picked them up at the nearby Walmart store the next day.
