Are RVs delivered winterized in cold environments?

I just picked up a brand new Airstream Interstate class B motorhome in South Florida a few days ago and they charged me to winterize it. I was just wondering if that is normal? A little background...

We picked up our new fifth wheel the first week of July, it was winterized from the factory. While doing the papers, they asked me IF I wanted it winterized again. I sais no, It will be in the Florida Keys in 1 week ! :B
